The demand of transmission of images and video is increasing quickly recently and researchers are trying to invest good solutions to improve the quality of these over wireless networks. There are still challenges due to the different characteristics and quality of images between wired and wireless channels. An important issue is congestion control to ensure network stability and achieve a reasonably fair distribution of the network resources among the users. The paper will present a model of congestion control by combining Wavelet image compression at the source with applying Fuzzy logic technique to control traffics. The simulation shows a good result, the transmission rate can be adjusted to adapt the changes of wireless channel, the buffer of intermediate devices will not be swung from idle to overflow or vice versa so that the cell loss rate is small.

This paper presents the innovations in teaching writing skills to students of English in Vietnamese upper-secondary schools. The paper starts by presenting a number of approaches to teaching writing: the controlled-to-free practice approach, the free-writing approach, the paragraph-pattern approach, the communicative approach, and the process approach. Then it turns to outline the approach to teaching writing in Vietnamese upper-secondary schools. It is suggested that the approach to teaching writing in upper-secondary schools is a combination of a number of approaches in which the communicative and the process approaches play a dominant role. Having outlined the approach to teaching writing in Vietnamese upper-secondary schools, the paper suggests a two-stage teaching procedure which is thought to be appropriate in Vietnamese upper-secondary school context - the pre-writing stage and the while-writing one, each of which consists of a number of steps. In the last section, the paper attempts to suggest a rating scale for marking a writing product which consists of parameters such as content, organization, discourse, syntax, lexis, and mechanical elements.

By researching regulations of Code on Criminal Procedures enavted in 2003 of Vietnam and those other countries, the author analyzed some is issue on on written papers of investigation, execution, as well as other (documents, things etc...) in Criminal Case.

In this article the author suggests eight criterias for evaluation of syllabi at Vietnam National University, Hanoi based on academic credit system, including information about subject matters, lecturers, training objectives, contents, modes of training, teaching and assessment methods, teaching and learning materials. Each criteria has two levels with evidences. These criterias can be used as good references for educational managers in the process of changing to credit system. Committees can use these criterias for evaluating syllabi at Vietnam National University, Hanoi.
