Analysis the Results of Centralized Procurement Bidding at the Provincial Level for the Period 2024-2025 in the Three Cities of Hanoi, Hai Phong, Da Nang

Abstract
This study analyzed the results of centralized drug procurement bidding at the provincial level in Hanoi, Hai Phong, and Da Nang during the 2024–2025 period, in the context of the implementation of Law on Bidding No. 22/2023/QH15 and newly issued regulations on pharmaceutical bidding. A retrospective descriptive study was conducted on nine bidding packages comprising a total of 5,550 drug items. The overall winning bid rate was 81,4%, with notable differences among the three localities in terms of procurement scope, contract duration, and drug category structure. Da Nang implemented the most comprehensive centralized procurement model, covering originator drugs, generic medicines, and traditional herbal medicines, whereas Hanoi adopted a selective procurement approach that provided greater autonomy to healthcare institutions. Hai Phong conducted procurement frequently with large-scale drug lists; however, no originator drug bidding packages were organized throughout the two-year study period. Generic medicines accounted for the majority of procured items in all three localities, particularly drugs classified in technical groups 1 and 2. The study results indicate that the centralized local-level pharmaceutical procurement model was implemented flexibly according to the needs and management orientations of each locality.
