Abstract: This article discusses the inadequacies in the policy on attracting science and technology human resources, identifies and analyzes the trends and major features of science and technology human resource mobility worldwide, other countries’ experience in human resource attracting and the cause of human resource mobility. The article concludes with recommendations for a relevant human resource attraction policy.
