Assessing the Current Situation of Employment and Employment Solution for Rural Labor Through Economic Development of Ba Che District, Quang Ninh Province

Abstract
The study was conducted to analyze, assess the current situation, and propose solutions to employment issues for rural labor in Ba Che district, Quang Ninh province. The research applied descriptive statistical method, comparative statistical method, and analytical-synthetic method of indicators directly related to employment and labor in order to accurately reflect the employment situation of workers in the district. The research results evaluated the outcomes of job creation for rural labor in Ba Che district during the period 2020-2022. The study identified the current distribution of labor by occupation in the research area and determined the main causes of underemployment, namely: low skill levels of labors; lack of arable land; insufficient production capital; limited access to employment information; inadequate infrastructure; and insufficient supporting policies. With the proposed solutions, the study holds significant practical implications for addressing employment issues for rural labor in Ba Che district, Quảng Ninh province.
