Abstract
The opening speech brings up two issues:
Firstly, the research on Dien Bien Phu victory as a historical event in order to
achieve accurate and objective assessments to the impacts of the victory on the
historical process of the national defence in Vietnamese culture, as well as to the
remarkable impacts on the national liberation movements in the world.
Secondly, the Vietnam - France relationship since Dien Bien Phu - Geneva (1945),
especially the improvement of the cooperation between the two countries in
multilateral and diversifying guidlines in the Doimoi process of Vietnam.
