This study investigates the creation of work motivations for high-school teachers in 4 provinces of Vietnam’s North Central Region, including Thua Thien Hue, Nghe An, Thanh Hoa and Quang Tri. The study is based on Amabile and Kramer’s Progress Theory together with human management model of Harvard, questionnaires, interviews, data analysis and process to evaluate the state of high-school principals creating motivations for teachers in 5 managerial aspects: assurance of related parties’ benefits; implementation of suitable management methods; selection of policies for managing teaching staff; evaluation of teaching staff development; and evaluation of teachers career development. The investigation shows that the results of the schools managing staff’s work motivations creation for high-school teachers were just medium or above medium. Therefore, the study recommends 5 methods to promote motivations for high-school teachers to improve their teaching in the context of implementing the 2018 General Education Curriculum.
