Current Status of Faculty Development at Research – Orientes Universities in Vietnam National Univesity, Hanoi

Abstract
In the context of highr education reform in Vietnam, marked by institutional autonomy, international integration, and competition based on academic performance, faculty development in research-oriented universities has become a strategic issue. Vietnam National University, Hanoi (VNU) is one of the leading higher education institutions in Vietnam and is being developed toward the model of a research and innovation-oriented university. This paper analyzes the current status of faculty development in research-oriented universities within VNU in terms of institutional context and development strategy, faculty size and structure, academic quality, research capacity, as well as planning, recruitment, utilization, training, evaluation, and incentive policies. The study employs document analysis, descriptive statistics, secondary comparison, and theoretical synthesis. The findings reveal that the faculty and scientific staff of VNU possess a high level of academic quality compared with the general landscape of Vietnamese higher education, as reflected in the proportion of doctoral degree holders, the proportion of professors and associate professors, the size of the scientific staff, and the level of international publication output. However, faculty development still faces several challenges, including uneven development across member institutions, a relative decline in senior academic titles in some periods, dependence on contracted teaching staff in certain units, difficulties in attracting and retaining highly qualified academics, and pressures arising from organizational restructuring and competition for academic talent. Based on these findings, the paper proposes several orientations for faculty development from the perspective of strategic academic human resource management, aligned with the goal of building VNU into a research university in the new stage.
