Policy for Developing Excellence Research Groups at Vietnam National University, Hanoi: Reality and Solutions

Abstract

Abstract: This article aims to provide an objective and systematic evaluation of excellence research group development policy at Vietnam National University, Hanoi (VNU) to help VNU’s policy makers consult and develop scientific and technology development strategies. The article focuses on reviewing policies for excellence research group development in VNU by comprehensively evaluating three groups of policies, including (1) investment and human resources development policies; (2) environment and research conditions enhancing policies; and (3) cooperation and development policies. Each policy group is considered in terms its content, results and its impact to identify its strengths and limitations for recommending relevant improvement solutions.
