Health Care for the Elderly: Policy of Japan and Recommendation for Vietnam

Abstract
As a country with low per-capita income and weak social welfare network in a context of increasingly aging population, Vietnam has been facing a number of challenges in supporting the elderly with diverse needs. Japan is currently known as a super-aging society in the world. Over the past decades, Japanese government has put their efforts to protect the elderly through effective social welfare systems.
Using desk review and analysis, this paper aims at: i) Overviewing the context of aging population in Japan and Vietnam; ii) Describing the policy system in health care for the elderly in Japan; and iii) Proposing some policy recommendations for promoting health care to the elderly in Vietnam.
