Some Theoretical Issues on Building Strategic Development Orientations on Science, Technology and Innovation in Resources and Environment Sector of Vietnam

Abstract

Vietnam has just promulgated the National Strategy for Science, Technology and Innovation to 2030. Before it was officially promulgated, the Science and Technology Strategy's results from the previous period were reviewed and evaluated in order to learn from past mistakes and provide guidance for the upcoming phase. The National Stratey for Science, Technology and Innovation is both an orientation and a synthesis from science and technology strategies of sectors and fields. The Ministry of Natural Resources and Environment is also conducting a review of scientific and technological activities in the natural resources and environment sector for the period 2011-2020 and building strategic orientations for science, technology and innovation in the period of 2021-2030.

In order to have a basis to orientate the development strategy of science, technology and innovation in the natural resources and environment sector in the period of 2021-2030, the article focuses on a number of theoretical topics such as analyzing some approaches and models as well as the positions, roles and requirements in proposing the strategic direction of science and technology in the natural resources and environment sector for the period of 2021-2030.
