Innovation and Knowledge Transfer at Can Tho University of Technology: An Approach from the “Triple Helix” Model

Abstract
This study examines the role and operational mechanisms of the Triple Helix model (State - University - Industry) in shaping an innovation ecosystem at application-oriented universities, using Can Tho University of Technology (CTUT) as a case study. Although the Triple Helix framework has proved effective worldwide, its implementation at local public universities in Vietnam faces significant challenges such as a lack of benefit-sharing mechanisms, intermediary institutions, and sustainable strategic linkages. Using qualitative research methods and a case-study approach, the paper proposes a three-dimensional analytical framework (Roles, Mechanisms, Outcomes) to assess CTUT’s collaborative model. Findings show that CTUT has a strong endogenous base, including qualified faculty, solid infrastructure, and supportive R&D policies. However, current partnerships remain largely event-driven and lack an integrated connectivity framework. This study adapts the Triple Helix model to the context of application-oriented higher education and offers recommendations for establishing sustainable strategic linkages.
