Abstract

The database of overseas Vietnamese experts in science, technology, and innovation (STI) plays a crucial role as a strategic infrastructure for connecting and mobilizing intellectual resources to serve national development. This study employs qualitative methods, including in-depth interviews with representatives from key stakeholder groups such as government agencies, high-tech parks, public and private universities, and overseas Vietnamese experts in STI. The findings reveal that existing data remain fragmented, mostly static, and manually updated, which limits the ability to identify, connect with, and engage experts effectively. The current recruitment process also remains overly administrative and lacks proactivity. Based on a synthesis of current policies and international experiences, the paper recommends developing a “dynamic” database that enables automated collection, standardization, and integration of expert profiles, reducing reporting burdens on scientists while ensuring privacy protection and accountability. It further proposes reforming recruitment procedures toward “targeted invitations” linked to specific assignments and pilot programs for key talent groups. This database is expected to become an essential foundation for STI human resource policymaking, enhancing international collaboration and strengthening the national STI capacity.
