Abstract
The author analyses two difference problems of the state power: Essence of
the state power and organization to execute the state power. Nowaday, the essence
of the state power belongs to people that is not divisible and transferable.
However, there are many differrence ways to organize, execute the unique power,
such as concentration power and separation power. So, concentration power in
socialist regime (eg: Viet Nam) means that people is the only one who owns the
power of the state. Besides, we strengthen ''assignmenty specific division
responsibility for carrying out legislation, execution and justice power'' to organize,
execute the state power for the purpose of raising effect and result in state
administration.
